Joint Event Hillsboro and Beaverton Rotary Clubs
The Hillsboro Rotary, and Beaverton Rotary had a joint dinner on October 8th, 2025. A great time was had by all, and new acquaintances, and friends were made from both clubs. Some awards were handed out for outstanding Rotary service
Beaverton Rotarian Dr. Joyce Lockard’s Involvement in Rotary, Books for the World, and Agrilinks for Women Empowerment
Rotary Involvement
- Joyce Lockard joined Rotary in 1998 and has been an active member of Beaverton Rotary since 2016
- She has led and supported international humanitarian initiatives through Rotary. Including: Books of the World and the current Angriling for Women Empowerment (AWE) storehouse project.
Books for the World (BFTW)
- Joyce was the Project Coordinator for Books for the World, a Beaverton Rotary initiative.
- The Mission: Collect and ship used textbooks to developing countries to improve educational opportunities.
- Over 16 years, shipped approximately 2 million pounds of textbooks to countries including Uganda, the Philippines, Thailand, Cambodia, Laos, Ghana, Kenya, Tanzania, Malawi, Nigeria, and Rwanda. Notably, 70% of the books in Gulu University Library in Uganda were sourced through this project.
Agrilinks for Women Empowerment (AWE)
- Since 2008 Joyce has initiated efforts to assist women farmers near Bobi, south of Gulu, Northern Uganda, leading to the establishment of AWE.
- The Mission: Empower women by improving agricultural practices, providing training, and offering resources to increase income.
- Fundraising Efforts: Joyce actively organizes campaigns to support infrastructure such as grain storage warehouses. Both with the Beaverton Rotary Club and other Clubs throughout the District.
- Although the Warehouse project was a near failure due to construction and oversight issues on the Gulu end of the project. Joyce along with fellow Beaverton Rotarian Tom Roth and supporting district Rotary clubs have been able to bring it to the finish line and scheduled to be operational by the end of October 2025. More than 180 families will benefit from being able to store their grain and sell it throughout the year. This storehouse program is being view as a model for future storehouse projects in Uganda.
Joyce Lockard’s work demonstrates a lifelong commitment to service, education, and women’s empowerment, leveraging Rotary networks to make a global impact.

Judy’s Club Leadership and Contributions
Judy has played a role in virtually every aspect of our club for years, including club president, Foundation board president and leader of many projects. I’ve been a Rotarian for several years and with 3 clubs in the last 5 years. When I joined the Hillsboro club 2 years ago Judy welcomed me, as she does everyone, and made it clear that she was there to help me be a contributing member to the club. When I decided to be more involved in leadership with the club she became a mentor. She was the Board Chairperson of the club foundation when I volunteered to be the foundation treasurer. She quickly jumped in and worked tirelessly to do all the detail work needed to bring me on board and make sure I could be successful in that role. I have seen her take on that role in many forms from membership to club governance to several projects. It seems like no matter what project we take on, if we look deeply, there is Judy, sorting out the details that are necessary to make any project successful.
She seems to be solving a fine point before many of were aware of the issue. Details matter and Judy is always willing to step up and help the club make its way through the background details that must work to make any project a success. I’ve seen her work with almost everyone in the club to help them succeed and she has continued to help me as I take on the role as club president.
It can be hard and annoying to be that person who insists that the details matter but at the end of the day her commitment to our club and its members has meant everything to our success in helping Rotary be that indispensable organization that our community turns to.
